The Finlaw Building opened on April 1, 2009 and is home to the Salem County NJ Motor Vehicles Commission, as well as NJ Division of Family Services, Public Defenders Office and Salem County Improvement Authority. 

A Management Contract between Stand Up For Salem, the building owner and the Salem County Improvement Authority was signed in 2011.
